该剧描述仙女莱芜扮成卖艺女子下凡，游走澄海时目睹村霸地痞欺男霸女横行乡里，妖魔鬼怪肆虐人间民不聊生，她仗义挺身，使出偷来的3件法宝力降妖虐、惩恶除霸。玉帝获悉莱芜私自下凡和偷带法宝后龙颜大怒，派天兵天将捉拿她，莱芜竭力抗争终被杀。后来玉帝获悉莱芜所做的善事后非常后悔，特封莱芜为护海女神，将她的容颜化作“卧波美人”———莱芜山。剧中其他人物也分别化成莲花山、凤屿、豚山等澄海现有的景观。
