抗日战争胜利后，共产党与国民党就两党间的关系、利益等问题重新谈判。在毛泽东的亲自指挥和部署下，以周恩来为首的中共和谈代表团本着诚心谋和、共同建国的方略，耐心诚恳地与国民党和谈代表进行谈判。 然而，蒋介石独裁政府毫无诚意，置中共及全国人民的和平愿望于不顾，利用谈判带来的时间，加紧了发动内战的步伐，妄图一举消灭共产党，以达到其在政治上独裁统治的目的。
