1949年第一野战军第一兵团解放兰州后，派出一支先遣部队，马不停蹄地进军西宁，马步芳父子见大势已去，乘坐飞机仓煌逃离了他统治40年的青海。一兵团解放青海后，二军继续向新疆进军，一军则留在青海建立新生政权。然尔，马步芳的残余势力与隐藏在西宁的敌特分子相互勾结，与新生政权为敌，进行负隅顽抗。后经解放军艰苦卓绝的斗争，消灭了马步芳的残余势力，巩固了新生政权。
