森永のチョコスナック・チョコボールのキャラクターとして、長い間親しまれているキョロちゃんが、摩訶不思議な南の島・エンゼルアイランドを舞台に活躍するファミリーアニメ。1992年にはクレイアニメも制作されている。元気で明るいけれど、どこかちょっととぼけているキョロちゃん。彼が住んでいるエンゼル島は、彼の仲間たちが住んでいて、ひとつの国になっている。国であるからには、もちろん総理大臣も必要になってくるのだが…？
