1925年北洋政府时期的北平市，中国情报员王明轩以重金利诱玫瑰与毛豆，去日本驻天津领事馆偷取装有机密文件的公文包。玫瑰扮成交际花，混进日本领事馆举办的舞会。日军宪兵队调查课少佐课长佐藤英夫在舞会中遇上了玫瑰，玫瑰在偷取领事馆内珠宝时被英夫逮捕，二人就此谱出恋曲。但日本人与中国人的结合终究不被祝福，甚至遭到许多阻碍，宫本宁子更是多次从中作梗。英夫与玫瑰最终无法结成连理，但造就了一段凄美的爱情故事。
